Booth, George P. Shultz, Robert E. Streeter andCharles D. O'Connell were accepted by me February 19. Since each faculty of the University ischarged by the statutes with the responsibility foradmission of students, I transmitted these recommendations to deans of the Divisions, Schools andof the College for appropriate implementation.George W. BeadlePresent Selective Service regulations make itlikely that the educational programs of a largenumber of students will be interrupted and uncertainty created for many others. These factsand prospects are a cause of concern for studentsand their University alike.As you requested, we have reviewed Universitypolicies on interrupted studies. We recommend thefollowing be presented as a statement of University policy. It appropriately emphasizes (1) resumption of studies, (2) financial aid, (3) student educational programs and (4) counselingservices.Resumption of Studies. Students in good standing at the University who are unable to continuetheir studies — because they are drafted, enlist orchoose conscientious objector status — will be readmitted to the University as soon as they areable to return.Financial Aid. The University will endeavor tomake available to all returning students — thosenot now receiving aid as well as those who are —a combination of grants, loans and student employment which will provide the financial resourcesthey may need to resume their studies. It is hopedthat government programs, such as the G.I. Billand the National Defense Education Act loanprogram, will continue to be a major source ofsupport.Student Educational Programs. Returning students will be given every opportunity possible tohave their educational progress reflected in advanced standing through course or placement examinations — or transfer of credit. Because of the manyacademic areas involved, each with its specialconcerns, the implementation of this policy mustnecessarily rest with the individual departmentor School. Students planning to return to the University are urged to keep their departments orSchools informed of their plans insofar as thisis possible.Counseling Services. The University maintainsnow, and will continue to maintain, in the Officeof the Registrar, an adviser who is available tostudents and student groups seeking informationabout Selective Service practices, appeal procedures and Veterans' benefits.These policies will apply not only to currentlyregistered students but also to students who haveformally accepted their admission to the University but who, after signifying their intention toregister, are unable to do so because of enlistmentor induction.Supplementary StatementThe deans who drafted these recommendations have subsequently asked that their originalstatement be clarified as follows:((The recent statement concerning the readmission of students whose work is interrupted bythe military draft urged the faculty to plan forthe prompt readmission of these students, andto create conditions which will make their resumption of studies as effective and productive1as possible.
