XLTHE REYNOLDS CLUB (FOR MEN).THE UNIVERSITY COMMONS (FOR MEN).To the Men of the University :Attention is called to the following statement regarding the Reynolds Club and the University Commons:I. THE REYNOLDS CLUB.1. The management of the Reynolds Club is intrusted for six weeks to a Commission of students andmembers of the Faculty, chosen by the President ofthe University. This Commission will be guided bythe Constitution of the Club, regularly recommendedby the Commission of which Mr. James WestfallThompson was chairman, and approved by the University Council, copies of which Constitution may besecured from the Steward. The Commission willorganize the Club and arrange for the election of thefirst board of officers on or before November 1, 1903,these officers to assume the management of the Clubon Thursday, November 12, 1903, and to serve untilthe first Friday in March, 1904 (the time provided inthe Constitution for the annual election of officers).All men students of the University, of College orUniversity rank, on application to the Steward, willreceive a card according the full privileges of theClub during the First Term of the AutumnQuarter of 1903 without payment of dues. But noone will be entitled to vote for officers, at the firstelection of the Club, or to enjoy its privileges afterThursday, November 12, who does not show a receipt for the payment of the dues for the Second Term (onedollar).2. The Steward of the Commons acts as Steward ofthe Club under the direction of the Commission.3. The Commission consists of the following persons:Mr. James Westfall Thompson, Mr. Henry GordonGale from the Faculty, and Messrs. Arthur E. Bestor,Charles B. Elliot, William R. Jayne, Piatt M. Conrad,Frederick D. Bramhall, Henry D. Sulcer, Walter W.Hamburger, Eugene L. Hartigan, Howard J. Sloan.II. THE UNIVERSITY COMMONS,The University assumes the management of the University Commons until a responsible student organization has been found willing to co-operate with theUniversity in this work.For the present the Commons is conducted on twosystems: (1) the Hall system, and (2) the Restaurant system.1. In adopting the Hall system the student purchases in advance, at a cost of $14, a non-transferableticket, limited to four weeks, which entitles him totwenty-one meals a week. The following conditionsattach to the ticket :a) If the holder announces beforehand his absencefor one full day (or three consecutive meals), hewill be credited with a rebate of 25 cents; if fortwo full days (or six consecutive meals), with arebate of 60 cents; if for three or more consecutivedays, with a rebate of 35 cents each day.b) The ticket is to be deposited with the Steward,and at the expiration of the four weeks is to besurrendered to him, when settlement will bemade for any rebates due or for extra courses.c) All meals are served in the large dining-hall.d) Extra courses ordered a la carte will be chargedat the price printed on the bill of fare, paymentto be made at the time of settlement with theSteward.e) Guests of holders of tickets under the Hallsystem will be served meals at the followingrates : breakfast, 20 cents ; luncheon, 25 cents ;dinner, 35 cents.2. In adopting the Restaurant system the studentpurchases in advance, at a cost of $5, a ticket,2 UNIVERSITY RECORDwhich entitles him to order from any of the bills offare to the amount of $5.50.The following conditions attach to the ticket :a) It is transferable.b) It may be used for guests.c) The amount called for by the waiter's check is tobe punched at each meal.d) Breakfast and luncheon are served in the cafe* ;dinner in the large dining-hall.As long as facilities will permit single meals will beserved any member of the University (man) at therates printed on the bill of fare.Holders of tickets under either the " Hall " or"Restaurant" system are subject to suspension fromall privileges of the University for infraction of therules of the Commons.The University reserves the right to use the largedining-hall on special occasions, when holders oftickets will be served in the cafe.3. Officers of the University (men) are granted theprivileges of the Commons, but those who choose the"Hall system" are requested to sit at the Officers'Table.4. Tickets are for sale by the University Registrar.5. All business transactions relating to the Commons(except the purchase of tickets) are conducted by theSteward.6. Suggestions and complaints, submitted in writingand signed, will be considered by a special committeeof the University Council.7. Provision will be made for special tables for groupsof students on application to the Steward.8. The University Council has recommended theemployment in the Commons of professional waiters,but, for special reasons, during the Autumn Quarterof 1903 student waiters will be employed.9. Meals in the Club House will be served on application to the Steward.10. Meals will be served in the Commons on and afterWednesday morning, September 30, beginning withbreakfast. The hours are : breakfast, 7 : 00-8 : 30 ;luncheon, 12 : 00-1 : 30 ; dinner, 6 : 00-7 : 30.11. These arrangements are preliminary only andare subject to change at any time.Vigorous effort has been made by the contractor tohave the building completely furnished, and it isbelieved that all facilities will be provided within afew days. Parker, Recorder.September 29, 1903.Approval of the following report :To the University Council:Your committee to which were referred certain subjects relating to the Thanksgiving recess, the Thanksgiving football game, and the date of the close of thepresent Quarter, begs leave to report as follows :It is recommended —i. That the Convocation at the close of the presentQuarter be held on the evening of Tuesday, December 22. 2. That the quarterly examinations for the presentQuarter be held on Monday, December 21, on the morning and afternoon of Tuesday, December 22, and on themorning and afternoon of Wednesday, December 23.3. That the division meetings at the opening of theWinter Quarter be held at 12:00 noon on Monday, January 4.4. That the Director of Physical Culture and Athleticsbe requested to negotiate with other institutions inplanning games for next year with reference to omittingthe game on Thanksgiving Day. It is the opinion ofthe committee that the game should not be played onthat day, but that it is better to accomplish that bycommon consent of institutions rather than by separateaction on the part of the- University of Chicago.5. That the Friday following Thanksgiving Day beincluded in the recess for the current Quarter, and thatthe question of future policy with regard to that day bereferred by the committee to the Council without recommendation.Respectfully submitted,H. Vincent,Committee.The Board of Libraries, Laboratories, and Museums :October 24. — Adoption of the following reports :The Committee on the Quality of Binding and onBetter Relations between the *Library and Press in theMatter of Binding reports :1. That the materials used in binding are now asgood or better than those used when binding was donein the city.2. That the workmanship is, on the whole, betternow, because the books are truer, and sewed with morestrings.3. That prices have not advanced more than 5 percent, over old prices although materials and labor haveadvanced 10 per cent.4. That books are now in the bindery about twelvedays longer than formerly or about six weeks.On the relation of the Library and the Press thecommittee recommends :1. That the Library do not send incomplete volumesto the bindery, but order the missing parts regularlythrough the Press before the volume is sent out.2. That it be the policy of the University to bringtogether sets of periodicals, partly in the General Library.and partly in Departmental Libraries, and to change ordetermine the location of books where there is doubtor dispute as to their appropriate location.2. That in cases where current numbers of a periodical are received by the Departmental or Group Library,and the files are in the possession of the General Library,the current numbers shall be transferred as fast as boundto the General Library in cases where the periodical inquestion is of interest to several Departments ; and thebound volumes shall be deposited in the Departmentalor Group Library when the periodical is of purely technical interest.3. That the transfer of books and periodicals betweenthe Library and the Departmental Libraries may bemade either on the basis of purchase or loan, with aview to placing books at the point where they will bemost used, and with the understanding that books loanedmay be recalled at any time when changed conditionsmake this advisable.4. That cases which cannot be adjusted between theLibrary and the representatives of the DepartmentalLibraries be referred to the Committee on Books ofReference, and, if necessary, to the Board of Libraries.W. That there be established, co-ordinate with theCollege of Arts and Literature, the College of Science,and the College of Commerce and Administration, aCollege of Religious and Social Service, under the general supervision of the Divinity Faculty.2. That this College be located at the University.3. That the course of study be adapted to theneeds of —a) Students preparing to be Y. M. C. On the basis of such reports theEnglish Department may, at its discretion, warn students, and upon the receipt of further complaint mayhold such students to supplemental work which shall bean additional requirement for graduation.The Board of the Christian Union :Adoption of the following report of a Committee of Conference with the University Settlement :Recommended, That Settlement Sunday be observedtwice in the year, once in the Summer Quarter and onceas early as convenient in the Autumn Quarter.The Board of Student Organizations:October 24. — Approval of schedule of concerts of theGlee and Mandolin Clubs proposed for the next Christmasholiday season, subject to the following provisions:(1) The clubs to be accompanied by an official representative of the University approved by the President.(2) Withdrawal of permission previously given for concerts on and after January 4, 1904. (3) All programpieces, both words and music, and all encores limited tothose approved by the Director of Music. (4) Specialprovision for the quarterly examination of members ofthe clubs to be made by the University Council.Approval of Mr. Williamson and Mr. H. F. Gale asFaculty members of the membership committee of theGlee and Mandolin Clubs respectively, and of GeorgeMcHenry as manager of the musical clubs.Voted, That so-called " Informals " be held in Lexington and Ellis Halls or University Houses, and beclosed at midnight; and that the Commons and Gymnasium be open for the Annual Promenade.Approval of a temporary schedule of prices for theuse of Halls on University premises for dances as follows : Lexington or Ellis Hall, $5; The Commons, $10;Gymnasium, $25 ; to be paid in advance to the Registrar.
