VI SPECIAL NUMBER, MARCH 19, 1902 NO. 50 A(CONFIDENTIAL)REPORT OF ACTIONS OF UNIVERSITY RULING BODIESFOR JANUARY-MARCH, 1902.The Board of the Christian Union:January 17. — Voted, that in accordance withthe recommendation of the University Councilthe exercises of the University in the future benot suspended on the last Thursday of Januaryfor the observance of the Day of Prayer for Colleges; but that the regular appointment of theDay of Prayer for Colleges be the second Sundayin February.The Board of Affiliations :February 8. — Ordered (a) that the Decemberexamination papers be published in the UniversityRecord. \b) That hereafter a set of entranceexamination papers be published in the University Record once a year, (c) That the editionbe sufficiently large to supply all the affiliatedand co-operating schools, (a7) That one set ofJunior College papers in all courses required ofany students be published in the Record in thesame edition with the entrance examinations.Voted, that the recipient of the Declamationprize, and not the School, is entitled to the scholarship. If, however, the winners of the first placedo not intend to come to the University, thisscholarship may be claimed by the winners of thesecond place.Voted, that it is the sense of this Board thatsecondary schools forming part of the University,should present examination questions to the Office of Affiliations conforming in other respectsto the regulations regarding affiliated schools.March 8. — Recommended by the Committeeon Co-ordination of Admission Examinations:(1) That the departmental examiners in the variousadmission subjects form the committee of theJunior College Faculty on Admission. (2) That thiscommittee meet to consider and pass upon allpapers set for admission before any are printed.(3) That this committee make recommendations tothe Faculty in regard to everything connectedwith the determination and announcement of thestandards for admission.The following schools are recommended toco-operation with the University of Chicago.Illinois: Dixon (S. XII, Sec. 16, relating to the businessmanagement of musical clubs suspended, uponcondition that Mr. Ralph C. Brown assume fullfinancial responsibility for the Mandolin and GleeClub for the remainder of the season. Voted thatthe rule in the Regulations limiting the season ofthe Glee Club concerts to February 22 be suspended.February 8. — Approval of the Constitution ofthe Order of the Dragon's Tooth..March 8. — Recognition of Assistant ProfessorRobert Morss Lovett as Councilor of the ChicagoChapter of the Delta Upsilon Fraternity ; and ofDr. Frederic Ives Carpenter, Instructor in English, as Councilor of Nancy Foster Hall.Voted, that the organizations which failed toclose their dancing parties before 1 : co a. m.,thereby breaking a University regulation, be informed that all plans for social gatherings duringthe Spring Quarter must be submitted in advancefor approval to the Board of Student Organizations.The Faculty of the Junior Colleges :January 11. — Voted, that in the case of acourse in which a grade of B is received, absencesin that course to the number of six be canceledby the Recorder, "B " standing for an average ofterm-grade and examination.February 1. — Voted, (a) that the Junior College Finals be held on the day of the last divisionmeeting ; (b) that upon the request of the division the Dean be given power to allow singingin place of the division lecture.March 15.— Differential vote upon severalpropositions offered in report of CurriculumCommittee of substituting for the three MajorsUNIVERSITY RECORD 3of Latin in the S.B. course and acceptance of following:Entrance substitution or elective. Freund, Laughlin,Small, and Judson.Appointment of Associate Professor Thatcheras a delegate to the International Congress ofHistorical Students meeting in Rome.March 1. — Adoption of the report of a com-mitte to consider questions relating to the organization of the Law School. The report providesfor the School of Law and Jurisprudence in theUniversity of Chicago to open October 1, 1902,with the curriculum of one year of preliminarystudy and the three years' course of technical lawstudies. The calendar of the Law School corresponds to the University calendar, with coursesof instruction, Majors and Minors according tothe University regulations. The preliminarystudies consist of courses in English arid Amer-can Constitutional History, Political Economy,and other related subjects.The professional curriculum to cover the subjects enumerated in the rules of the SupremeCourt of Illinois. The courses in related studiesoffered in the Colleges and Graduate Schools tobe open to students of the Law School without4 UNIVERSITY RECORDextra charge. All students entering the professional course of the Law School without havingtaken the pre-legal course to give satisfactoryevidence of knowledge of English and AmericanConstitutional History and Civil Government, orto take these courses during the Law Schoolcurriculum.The Colleges of Arts, Literature, and Scienceto give the Ph.B. degree to law students who havesuccessfully completed the first year of the professional curriculum of the Law School. TheLaw School to grant the degree of LL.B. to students who have successfully completed its curriculum.The tuition to be fifty dollars per quarter inthe professional course and forty dollars perquarter in the pre-legal course for regular work.March J. — Announcement of the death ofSenator Francis W. Parker. Appointment of acommittee on the funeral services to be held under the direction of the University, Thursday,March 6. Ordered that all University exercisesbe suspended after 2 : 00 o'clock on that day.March 13. — Adoption of the codification of thenew legislation under Article 3, Section 3 of the" Regulations " of the University, as follows :The Senate meets monthly to consider educational workand policy of the University. Actions of all University bodiesare subject to revision or reversal by the Senate in accordance with the following procedure :(a) Legislation to be initiated within their respective competence by the Senate, by the Council, by the UniversityBoards, or by Faculties.(b) Legislation on educational matters initiated in legislative bodies other than the Senate become valid unless disapproved by the Senate within sixty days, or unless placedupon the calendar by the Senate for consideration. Suchlegislation is placed upon the Senate calendar at the requestof any Senator, unless the Senate shall decide that it is notan educational question.(c) Action regarded by the Senate as educational is to beso held and is, in accordance with present statutes, final.(d) All authoritative actions of the University RulingBodies to be reported in printed form monthly to each member of such bodies.(e) The President's veto on the action of such RulingBodies is presented in writing and inserted in the minutes.New legislation under Art. 3, Sec. 5. The Faculties are as follows :The Faculty of the Morgan Park Academy.The Faculty of the Junior Colleges.The Faculty of Arts and Literature.The Ogden Faculty of Science.The Faculty of the Divinity School.The Faculty of the School of Education.The Faculty of the College of Commerce and Administration.The Faculty of the School of Law and Jurisprudence.I. The Faculty of Arts and Literature and the OgdenFaculty of Science meet together except when otherwiseordered.(a) The Faculty of Arts and Literature has charge of theGraduate School of Arts and Literature and of the SeniorCollege of Arts and Literature. It is divided into threestanding group committees : The Committee of Philosophyand of the Social Sciences, the Committee of the AncientLanguages and Literatures, the Committee of the ModernLanguages and Literatures. (b) The Ogden Faculty ofScience has charge of the Ogden (Graduate) School ofScience and of the Senior College of Science.2. The Faculty of the Junior College consists of all instructors announced to give instruction at any time during ayear in the Junior College. (a) In the Junior CollegeFaculty there are standing committees on curriculum corresponding to each of the group committees above described,and to such of the professional and technical faculties asmay desire special preparation in the Junior College. Thechairmen of the several group committees [see 1 (a)] andthe deans of professional faculties, or some other representatives therefrom, are ex officio members of the Faculty, andof the respective curriculum committees. The chairmen ofthese curriculum committees, together with the Dean of theJunior College constitute the general committee on curriculum, (b) All members of the Junior College Faculty indepartments immediately concerned in any group are members of the corresponding committee, (c) Each of thesecommittees has power over matters which relate primarilyto the department concerned, and which do not conflict withthe regulations ot the Junior College Faculty.3. The affairs of the Senior Colleges are administered bya Board constituted of the following officers :(1) The President and the Recorder.(2) The Deans concerned with Senior College students.(3) Two representatives each of the following groups ofdepartments :(a) Ancient Languages and Literatures.(b) Modern Languages and Literatures.(c) Philosophy and the Social Sciences.(d) Mathematics and Inorganic Sciences.(e) The Organic Sciences.(/) Each professional or technical faculty having students who are candidates for the Bachelor's degree ; namely,the Divinity, the Medical, the Faculty of Commerce andAdministration, the Faculty of Law and Jurisprudence.The Board is the standing committee on Senior College matters of the joint faculties and of the professionalfaculties.4. The College of Commerce and Administration is atechnical college, and consists of all instructors offeringcourses in the curriculum of the college, and five membersof the University at large appointed by the Board of Trustees.
