JUNE 14, 1901SPECIAL NUMBER(CONFIDENTIAL)REPORT OF ACTIONS OF UNIVERSITY RULING BODIESFOR THE SPRING QUARTER, 1901.Transmitted in Accordance with Statute XVill to the Members ofthe University Congregation at its Twenty-fifthMeeting, June 14, 1901.The Board of University Affiliations :Meeting of May 4. — 1) A letter from the Chicago Hospital School for Nervous and DelicateChildren, accepting the conditions imposed bythe Board, was received and the arrangementwith the University contemplated thereby wasrecommended to the Board of Trustees. 2) TheUniversity School for Girls was recommended tothe Board of Trustees for affiliation. 3) Thefollowing resolution was adopted :For the year beginning July 1, 190 1, credits from the following schools will be accepted for admission to the medicalcourse of the University : four-year high schools and academies on the accredited lists of the following universities :the University of Wisconsin, the University of Michigan,the University of Minnesota, the University of Iowa, theUniversity of Illinois, the University of Nebraska, the University of Kansas, the University of Indiana, and the University of Ohio.4) Action (taken March 2) adopting report ofCommittee on Relation of Board for the Recommendation of Teachers to this Board reconsidered.Meeting of June 1.—1) A recommendation notto grant the request of the University School ofColumbus, O., to accept its home study work wasapproved. 2) The University School for Boys,of Chicago, and Brownell Hall, of Omaha, Neb.,were accepted as cooperating schools. The Board of Physical Culture and Athletics :Meeting of May 4. — 1) The following resolutions received from the Council of Administrationof the University of Illinois :Resolved, That in the judgment of the Council of Administration of the University of Illinois the common usage ofwestern university athletic associations in employing easternprofessionals at large salaries to coach football teams isunwise ; because, among other reasons, it is destructive ofuniversity self-dependence ; because it encourages extravagant expenditure and invites professionalism; because itmakes the game a battle between rival coaches who becomeindifferent to the hazards of the contests; and because itresults in the over-training of the men to an extent which i&hurtful physically, and which unfits them for regular university work.Resolved, That as the subject is one of common interestto all western universities of our class, and comprehensiveaction upon it seems desirable, and it is obvious that agreements already made with coaches cannot be changed, werespectfully make known our views regarding it to theauthorities of those universities with whom we sustain athletic relations, and request them to agree with this University that all such related universities, after the football seasonof 1 90 1, require that football and all other athletic teamsshall be coached by none but regularly employed instructorsin the university, aided, if so desired, by former members ofthe team being coached.The following reply approved :Not only is the University in the heartiest sympathy withthese resolutions, but the policy of the Division of PhysicalCulture and Athletics has been altogether in harmony withthis course of procedure since the opening of the University.It is the earnest hope of the Board that there may be ahearty and unanimous agreement with these resolutions onthe part of all the institutions of higher learning in theWest.2 UNIVERSITY RECORD2) The Board received the following queryfrom the University Council :Shall students otherwise ineligible for public appearancebe permitted to play upon second teams or upon freshman-sophomore teams ?The following reply was made :The Board answers this question in the affirmative, itbeing understood that playing on these teams does not comeunder the definition of a " public appearance."3) Recommended that $30.00 be taken fromthe appropriation for physical culture to payexpense of hiring boats for rowing of womenstudents in Jackson Park.Meeting of June 1 . — 1) Point-winners in Conference Track Meet permitted to compete inIntercollegiate Meet at Buffalo. 2) Recommendedto the Board of Trustees that arrangements bemade to secure for students the use of the Natato-rium for the summer. 3) The following recommendation of the Faculty of the SeniorColleges was approved to go into effect on andafter July i, 1901.That there be added to Rule 2, governing the publicappearances of students, the following : " but less than fullwork in a fourth quarter of residence after three consecutivequarters of full work will not disqualify a student."The Board of Student Organizations, Publications,and Exhibitions:Meeting of May 18 — 1) Permission given tothe Musical Club in the Women's Halls to becalled "The Quadrangle Chorus." 2) The request of the Dramatic Club that the members ofthe cast and business managers be credited withone minor gymnasium work was refused. 3) Thesupervision of the Dramatic Club was assigned tothe Department of Public Speaking. 4) The following recommendation of the faculty of theSenior Colleges was approved:That there be added to Rule 2 governing the public appearances of students the following : " but less than full workin a fourth quarter of residence after three consecutivequarters of full work will not disqualify a student."5) A committee of three appointed, with twoadvisory members, to consider the organization of the Men's Club-house. 6) The plan to organize Kelly and Beecher Houses as German andFrench institutes postponed.The Board of the Christian Union :Meetings of June 7 and ij. — 1) A StandingCommittee on Public Worship ordered. 2) Apermanent list of University preachers arrangedfor. 3) Regular reports ordered from the variousreligious organizations represented in the Board.4) Time of Sunday Service changed to 11:00 a.m.to take effect at once.The Board of the University Extension :Meeting of June 7. — 1) Standing Committeeson Correspondence Work, Lecture-Study Work,and Library Work ordered. 2) Time of meeting set for the fourth Saturday in the month at11:30 A.M.The Board of Medical Affairs :Meeting of June 8.—1) Time of meeting set forthe third Friday of the month at 4:00 p.m. 2)Standing Committees on Admission, Curriculum,Outside Relations, and Scholarships and Prizesordered. 3) Committee on Repairs and Changesin Laboratories appointed. 4) A statement ofthe new organization of medical work in the University recommended for publication in medicaljournals.The Faculty of the Junior Colleges :Meeting of April 20. — 1) The following persons accepted with advanced standing :Amberg, A. B.2) The following report of the Committee onthe College of Commerce and Administrationwas approved :The Committee on the College of Commerce and Administration beg leave to report as follows :I. That in accordance with the vote of the Faculty at itsmeeting January 12, 1 90 1, a careful study has been made ofthe curriculum laid down in the circular of the college witha view to removing any inconsistencies with other announcements of the University. It was found that so far as theSenior colleges are concerned there is but one, namely, theomission from the requirements of the College of Commerce and Administration of the two required courses inpsychology and ethics, which in accordance with all otherannouncements of the University are stated as requirements for every candidate for a bachelor's degree. Thecommittee, therefore, recommends that these two courses beadded to the requirements of this college.2. That in considering desirable additions to the curriculum an examination was made of the list of subjectssuggested by the Faculty at the meeting held January 13,1 90 1, where sixteen distinct subjects were recommended;the committee found that courses are now offered by theUniversity covering eleven of these sixteen, namely :Spanish prose composition, Spanish prose reading, Frenchprose composition, government of colonies, technique oftrade and commerce, industrial combinations, industrialhistory of the United States, commercial geography, commercial history, commercial treaties, merchant shipping.They also found that three additional new courses havebeen established, namely : Commercial statistics, colonialeconomics, industrial development of Europe. In other words, that fourteen new courses suitable to the curriculumdesired for this college have already been established bythe University. In addition the committee suggests thatthe Faculty recommend to the Department of PoliticalEconomy a consideration of the desirability of offering acourse in Accounting to be made part of the curriculum ofthis college.3. The committee is not yet ready to report upon therevision of the printed announcements, preferring to receivethe approval of the members of the departments included inthe history group before making definite recommendations tothis Faculty.3) The following recommendation was approved : That in the organization of medicalwork all students who are candidates for thebachelor's degree be included as at present in thegeneral body of undergraduates, and be underthe administration of the Junior and Senior College Faculties.The following committees for the year wererecommended by the chairman and approved :On Admission — Mr. Barnes, chairman ; Mrs. Young,Messrs. That this Faculty recommend both to departments andto the President and Trustees that in their selections andappointments, the number of fellowships with a high stipend be increased, as rapidly as may seem desirable, and maintained at a rate enabling us to compete in this matter withother universities of the land.3. That it is the sense of this Faculty that no departmental Faculty should recommend as a candidate for afellowship one who at the same time might not be availableas a candidate for the doctor's degree. (Reaffirmation ofthe action of the Faculties on March 19, 1898.)4. Tanner, A.M., formerly a student in this DivinitySchool, and for some years previous to his death Professorof Biblical Literature and Philosophy in Baylor University,Resolved^ That we place on record our high appreciationof Mr. Tanner's Christian character, intellectual ability, andfine scholarly spirit, our sincere sorrow in the loss which isUNIVERSITY RECORD 5sustained in his death 'by his own immediate family, theuniversity of whose faculty he was a member, our own University, and the cause of Christian scholarship.Resolved, That these resolutions be spread on our records,and that copies be transmitted to the family of Mr. Tannerand to the faculty of Baylor University.3) The following report on making sociologythe principal subject in candidacy for the degreeof Doctor of Philosophy was adopted :To the Faculty of the Divinity School:Your committee, appointed to consider the question ofgiving the degree of Ph.D. to graduates of the DivinitySchool who have made Sociology the principal subject,recommend as follows :The present rul^s relating to required subjects, admissionto candidacy by vote of the faculty of the Divinity School,and the attitude of the Department of Sociology are adequateguarantees that no student will graduate in this school without acquaintance with all the usual subjects necessary for awell-equipped pastor and preacher.There is no sufficient reason in the situation for makingspecial rules which place the Department of Sociology in aninferior or suspected position in the Divinity School ; and itis, therefore, recommended that the present rules stand asthev are, and that possible abuses be prevented by administrative action under these rules.Meeting of May 18. — 1) The following personsadmitted to candidacy for the degrees, named :Bachelor of Divinity : William Bode, Fred Merrifield, H.C. Gillette.The University Council:Meeting of April 13. — 1) In response to arequest for a ruling received from the Board ofPhysical Culture and Athletics the followingaction was taken :That the Council deems it unwise to make an exceptionto the general principle forbidding a representative of theUniversity to appear in public athletic exhibitions onMemorial Day.Meeting of May 11. — 1) A committee appointed to consider and report the necessary administrative details for carrying the following actioninto effect October 1, 1901:After October 1, 1901, each Junior College student shallhave the privilege of selecting from the teaching staff of the University an adviser whose duty it shall be to give counselto the student, upon educational or other subjects concerningwhich the student desires advice.2) The following plan for medical work wasapproved :1. That on and after July I students known as medicalstudents shall be classified -as a separate division of studentsin the University, coordinate with the divisions now existing.2. That there be established a Board of Medical Affairs,to consist of five members of the University, and as ex officiomembers the heads or representatives of departmentsclosely connected with the work of medical instruction, andofficers of the University of the rank of associate and above,the larger proportion of whose time is occupied in givinginstruction in medical courses.3. That this Board be given charge, under the generalstatutes of the University, of the curriculum and students ofthe medical division.4. That a special dean be appointed for the administrative work connected with the medical division of the University.5. That students who are candidates for a Universitydegree be registered by the Dean of the faculty makingrecommendations for the proposed degree, and be under therules and regulations of the students of that faculty, it beingunderstood that such registration shall take place after consultation with the Dean of the medical school.3) The following plan for the work of the Schoolof Education was approved :1. That on and after July 1, students two thirds of whosework is in connection with the School of Education shall beclassified as a separate division of students in the University,coordinate with the divisions now existing.2. That there be established the Faculty of the School ofEducation, which shall be coordinate with other faculties ofthe University, and shall consist ofa) Five or more members of the University at large, to berecommended by the President and appointed annually forone year of service by the Board of Trustees.b) Officers of the School of Education of the rank of associate and above.3. That this faculty be given charge, under the generalstatutes of the University, of the curriculum and students ofthe School of Education.4. That a Director be appointed for the general administration of the School of Education, and that he be given aseat in the Senate of the University. That a Dean be appointed for the more detailed administration of the affairsof the School of Education, and that he be given a seat inthe Council of the University.6 UNIVERSITY RECORD5. That the faculty of the School of Education be authorized to make recommendations for certificates.4) The following plan for the reorganizationof the Christian union approved :I. That the Christian Union be placed upon a more dis-distinct University basis.2. That to this end its work be placed in the hands of aBoard similar to other University Boards.3. That this work be administered by the Chaplain andby an officer to be designated Vice Chairman, in consultationwith the President.4. That such a Board be established to includea) Five members recommended by the President andappointed by the Trustees.b) The Chaplain and Vice Chairman, the President, andthe secretaries of the University Settlement Board and ofall religious societies in the University.c) Two representatives of each distinct student division.5. That this body meet regularly and do its work throughsuch standing committees as may be established.The University Senate :Meeting of April 27. — 1) Invitations receivedon behalf of the University, to be represented atcelebrations at Mount Holyoke College and theUniversity of Glasgow were accepted, and thepresident empowered to designate representativesof the University to be present; similar action taken in regard to an invitation to the celebrationof the millenary anniversary of Alfred the Great.2) The plan for the work of the School of Education approved (see above). 3) Plans lookingtoward the organization of medical work wereapproved (see above). 4) It was voted that acommittee of five be appointed to consider andreport on the question of the advisability oforganizing the work of the School of Commerceand Administration upon a scheme similar tothose of the School of Education and the workin Medicine.Meeting of May 4. — 1) The following nominations to the Editorial Board of the Decennialpublication were approved :As assistant editors, Messrs. Salisbury and Cutting ; asgroup editors, Historical, Mr. A. C.
