Theyare here reported in substance, though the fulltext will be found in the next edition of theHandbook. The Federation recommend :1. That it is the sense of the Federation thatthe minimum time of study for the Ph.D. be threeyears.5. That the plan to list theses subjects in advance of their publication be continued for another year, with these modifications (suggestedby the committee) : 1) That the form of the cardbe simplified ; 2) that the material be gatheredfrom the students instead of the faculty ; 3) thatit be understood that the object is not absolutelyto prevent conflict in theses subjects, but to put incommunication with each other candidates for thePh.D. whose work seems to lie in the same field;4) that the Corresponding Secretary of the Federation be the custodian of this catalogue and is instructed to guard in confidence subjects somarked.UNIVERSITY RECORD 271[The Corresponding Secretary of 1899 reported200 subjects listed for the Ph.D. ; only one conflict.]6.
